Project definition

• Named applicant, owner, operator, tenant, and responsible parent company
• Full-buildout buildings, phases, schedule, IT MW, meter MW, and generator MW
• Conditions binding tenants, successors, and assigns
• Public application, staff report, ordinance, and agreements with review time

Water

• Cooling schematic naming every dry, wet, adiabatic, and hybrid component
• Average-day, peak-day, maximum-month, and annual water balance
• Source identified; no later source change without review
• City capacity certification covering permit, wells, storage, pressure, drought, and fire flow
• Blowdown flow, chemistry, treatment, and discharge destination
• Baseline and continuing nearby-well monitoring

Sound

• Independent baseline and full-buildout acoustic study
• A-, C-, and Z-weighting plus one-third-octave results
• Nighttime, tonal, modulation, and indoor protections
• No HVAC, transformer, substation, or generator exemption
• Peak-load commissioning test and complaint protocol

Air and generation

• Every engine and turbine identified by exact model
• Hours separated by testing, emergency, demand response, and grid delay
• Narrow definition of emergency
• Cumulative air permit and conservative dispersion model
• Controls, fuel standards, hour meters, and public operating logs
• No routine bridge generation without separate power-plant review

Electricity

• Firm will-serve letter with dates and capacity by phase
• Project-funded dedicated and attributable upgrades
• Long-term minimum payments and financial backstops
• Ride-through, ramp, protection, harmonics, and stability studies
• Curtailment plan that protects firm residential and essential loads

Site and lifecycle

• Stormwater, downstream flooding, wetlands, species, and cultural review
• Fire, battery, transformer, fuel, gas, and contaminated-water plans
• Construction hours, routes, dust, vibration, and road-damage controls
• Tax, job, school, emergency-service, and net-fiscal analysis
• Decommissioning plan and periodically updated financial assurance

Every condition needs six parts

1. A numerical or objectively testable limit
2. A measurement method
3. A reporting interval
4. Public access to results
5. A defined violation and cure period
6. A meaningful enforcement consequence

Promises such as “sustainable,” “closed loop,” “minimal impact,” or “industry standard” are not enforceable unless translated into those parts.

If the packet is still incomplete

Table any final action that would create or vest development rights. Publish the complete full-buildout application, draft rules, utility commitments, and independent impact analysis, then schedule a noticed hearing after meaningful public review.
